45mm f/2.8 Tilt Shift lens for a Canon DSLR (for example) is $2200 (http://www.qualitycamera.com.au/product_info.php? cPath=30&products_id=1348)

(plus whatever the DSLR body cost is - if you don't already have it)

Then use a PC an Photoshop to compile the images.

Apparently there is a way to "fake" the Tilt Shift effect with Photoshop though - If I stumble upon the link again I'll update this post with details.....
